Research by H. B. Sule argues that prior to colonial political integration, Builsa villages and towns were politically autonomous. British annexation in 1902 and the 1911 administrative integration of northern states reshaped the institution of chieftaincy and contributed to the creation of Sandema as the paramountcy.
